Nagin for Governor or U.S. House?

Recent speculation has focused on Mayor Ray Nagin's interest in running for Governor. Given the timing of Rep. Jefferson's indictment, will he run for Jefferson's post if Jefferson resigns or is removed from office? I think it's unlikely that Jefferson will do the honorable thing and resign, or that the Democrats in control of Congress will force him out, so he may be stuck as a lame duck do-nothing legislator until he is convicted, which will take some time. Nagin may not want to wait that long before making his move.
